Birth to 5 Matters: Supporting your Child’s Learning, Play and Development in the Early Years

Birth to 5 Matters is a helpful guide used by nurseries, childminders, and pre-schools to understand how young children grow, learn and explore the world from birth to age 5.

It supports the Early Years Foundation Stage (EYFS) - the framework that helps all children, including those with special educational needs and disabilities (SEND), to build strong foundations for learning and life.

Every child deserves the best start. Birth to 5 Matters helps ensure children are given the care, support, and opportunities they need to grow, learn and thrive, especially if they have SEND.

What does Birth to 5 Matters focus on?

The guide helps early years professionals observe and support children’s development in key areas such as:

  • Communication and language - understanding and using words
  • Personal, social and emotional development - building confidence, making friends, understanding feelings
  • Physical development - learning to move, balance, and use hands and fingers
  • Literacy and numeracy - enjoying books, sounds, numbers and patterns
  • Expressive arts and design - using imagination, music, play and creativity
  • Understanding the world - exploring nature, people, places, and cultures

It also focuses on how relationships, routines, and play support children's development.

How does it help children with SEND?

Birth to 5 Matters supports professionals to:

  • Spot areas where a child may need extra help early on.
  • Adapt activities so they are suitable for children with different needs or abilities.
  • Plan personalised learning experiences for each child.
  • Work closely with families to share ideas and next steps.

It helps ensure that children with SEND are included, understood, and supported at their own pace.

How are parents and carers involved?

You know your child best, and your input is valued.

Nurseries and early years staff will:

  • Talk to you about how your child is doing.
  • Share ideas for things you can do at home.
  • Listen to any concerns you may have.
  • Work with other professionals if your child needs extra support.

Together, you’ll build a clear picture of your child’s strengths, interests and any areas where help is needed.
